About the Municipal Emergency Management Enhancement Group

The Municipal Emergency Management Enhancement Group (MEMEG) is a state level committee to support municipal emergency management practitioners and to represent and advocate for municipal emergency management.

 

The purpose of MEMEG is:

  • The promotion, facilitation and advocacy of continuous improvement in the municipal emergency management sector
  • To provide a link between State and local government and organisations on emergency management process
  • To be a peak local government emergency management body
  • To form action groups to deal with identified priorities.

2010 MEMEG Forum
MEMEG held its eighth annual forum on 'Working Across Boundaries, Sharing Relief & Recovery Learnings' at the Macedon Spa Conference Centre, Macedon on Friday 28 May 2010. Speakers included Bruce Esplin, Emergency Services Commissioner; Craig Lapsley, Director Emergency Management DHS; Anne Leadbeater, Manager Community Engagement Office of the Emergency Services Commissioner; Alison Cran, Human Services Director, Shire of Yarra Ranges; Patrick Carra, Municipal Fire Prevention Officer, City of Whittlesea; Paul Reading, Manager Leisure Services and Planning, City of Whittlesea; Ben Hubbard, CEO Victorian Bushfire Reconstruction and Recovery Authority; Kirsten Jenkins, Bushfire Recovery Coordinator, Nillumbik Shire Council; Susannah Milne, Manager, Environmental Health & Local Laws, City of Greater Bendigo; and Ian Ellett Manager, Assets & Infrastructure Murrindindi Shire Council.

Practice Notes

Practice Note - Sourcing Supplementary Response Resources

This Practice Note assists councils in clarifying the policy and procedures governing the sourcing of supplementary emergency response resources from other municipal councils. It brings together existing direction and information from the Emergency Management Act (1986) and the Emergency Management Manual Victoria (EMMV). The definition of municipal resources is detailed and the role and responsibilities of the Municipal Emergency Resource Officer (MERO) is clarified. The practice note is endorsed by the Office of the Emergency Services Commissioner (OESC) and the Victorian Police.

It is recommended that this Practice Note be discussed at Municipal Emergency Management Planning Committees (MEMPC) level and local supplementary resource arrangements reviewed.

 

Practice Note - Operation of a Municipal Emergency Coordination Centre

This Practice Note provides best practice advice and guidance to municipal councils and emergency management practitioners on establishing and operating a Municipal Emergency Coordination Centre (MECC). It aims to provide a level of consistency in MECC operations within Victoria, the benefit of which is to enable municipalities to assist each other in emergency events when required. The information contained within this Practice Note is based on the collective experience of many councils that have experienced emergencies.
