About Higher Productivity Vehicles
Access to Victoria's road network depends on the vehicle type and mass limits. High productivity vehicles (HPVs) such as B-double trucks and higher mass limits trucks must operate under certain conditions on roads throughout Victoria. Access is allowed where these vehicles can operate safely with other traffic and where the road infrastructure is suitable.

The majority of Victoria's main road network (freeways, highways and arterial roads) is approved for use by B-doubles and higher mass limits vehicles.

Local government has responsibility for local roads across Victoria. These make up approximately 80 per cent of the road network. Councils must approve local roads that HPVs can travel on and VicRoads publishes a list of approved local roads.

Some HPVs have restricted access to Victoria's road network, and must only travel on VicRoads' approved routes. Some routes are unsuitable for long, heavy vehicles due to hilly terrain with narrow, sharp bends; dense traffic conditions; or high residential populations.

The MAV Truck Impact Working Group has been consulting with stakeholders to develop a discussion paper on high productivity vehicles (HPV) to be circulated to councils in early 2009. The paper aims to support more efficient freight movement and assess freight vehicle impacts; deliver a greater consistency of operational standards and establish agreed approval processes; and retain councils' rights to approve or refuse access to council roads.

This process is taking place in the context of the Victorian Transport Plan (VTP) and the Freight Futures strategy released by the Victorian Government in late 2008, which includes announcement of HPV trials of B-doubles carrying two 40-foot containers to operate in the Green Triangle region and on limited key metropolitan freeways. The VTP states that the Government has no plans to introduce B-triples at this time, which is consistent with an MAV State Council resolution on the matter.

Once a sector-wide position has been agreed by local government, the MAV will make a funding bid to State and Federal Governments.
