This one day workshop is designed to equip councillors and council staff with an understanding of the practice and procedure involved in planning and building matters which are relevant to the exercise of functions by councils. Specifically, this program will assist councillors to understand their role in the planning and building approvals process.

Workshop Information

This one day workshop is designed to equip councillors and council staff with an understanding of the practice and procedure involved in planning and building matters which are relevant to the exercise of functions by councils. Specifically, this program will assist councillors to understand their role in the planning and building approvals process.

Workshop Outline

The workshop explores:

  • an overview of the planning system, planning schemes and the Victorian planning provisions, structure and purpose
  • planning Scheme Amendments, the process, the role for the minister and Planning Panels Victoria
  • planning permits, the process, conditions, delegation, complaint management, compliance, infringements and the role of Victorian Civil and Administrative Tribunal (VCAT).

Target Audience

  • Councillors
  • Executive management & senior management
  • Council/government officers working in planning/infrastructure and work/technical services.

Learning Outcomes

As a result of completing this program, participants should have:

  • an understanding of the planning system, procedures and processes of planning schemes and related legislation, planning panels and reporting frameworks
  • overall knowledge of planning permits, the processes, conditions, delegation, complaint management, compliance, infringements and the role of VCAT.

About David Vorchheimer

David Vorchheimer is a partner in HWL Ebsworth's Planning, Environment & Government Group in Melbourne. He has extensive practical experience in Planning and Environment, Building, Subdivision and associated matters, including policy development and implementation.

Prior to joining HWL Ebsworth, David was employed by the Office of the Premier of Victoria, where he was the Premier's Senior Adviser in relation to planning, building and local government matters. He is a past president of the Planning Institute of Australia (Victorian Division), a board member of the Victorian Planning and Environment Law Association and honorary legal counsel of the Institution of Surveyors Victoria.

Prior to commencing legal practice David was employed in local government in a range of roles including as Manager of Planning and Building at a large Metropolitan Council.

David has been named in Best LawyersAustralia for Government Practice and Land Use and Planning law.
