As a councillor in local government, navigating through and understanding the complex financial documents and reports is a challenging task.
It is also difficult knowing the right questions to ask of officers when council is faced with critical financial decisions.
Using your council's most recent published financial statements, you will focus on your:
- understanding of the planning and reporting framework
- ability to read and interpret financial reports
- ability to identify key indicators of financial performance
- improved financial literacy.
Who should attend
This workshop is designed for councillors and executive management and senior management.
As a result of completing this program, participants should have an understanding of:
- the role of council financial management as prescribed in the Local Government Act 1989
- financial planning and reporting framework
- the procedures and processes for annual budget development, management and monitoring
- the rating strategy and rate capping.
About Mark Davies
Mark Davies, a Chartered Accountant with over 25 years’ experience in both the private and public sectors, delivers the program. He initially worked with PWC holding a range of senior positions including Senior Audit Manager and Principal Consultant. Mark later joined Darebin City Council where he held the positions of Chief Financial Officer and General Manager Corporate Services. His last major role in Local Government was Chief Executive Officer of the Surf Coast Shire Council. He now runs his own consultancy business focusing on state and local government.
Some of Mark’s more significant projects include the design, development and implementation of the Local Government Performance Reporting Framework (LGPRF) including development of better practice guides for all planning and reporting documents. He also worked with Local Government Victoria on the review of the Local Government Act 1989. Mark was recently appointed by the Minister as a Commissioner on the Commission of Enquiry into the Ararat Rural City Council and Interim Administrator at Central Goldfields Shire Council.
