Positive Ageing

The MAV/COTA Local Government Positive Ageing Project

Background to the Project 

The Victorian Local Government Positive Ageing project is a four year initiative funded by Office of Senior Victorians, running from 2005 to early 2009.  It is a joint project between Municipal Association of Victoria and Council on the Ageing Victoria. Total funding allocated is $1.4 million to increase the capacity of local government in Victoria through provision of a Positive Ageing Advisor within the MAV and to fund demonstration projects that encourage councils to address positive ageing issues.

The project aims to build the capacity of local government to plan for an ageing population.  It also aims to provide leadership in promoting "age friendly" communities that create opportunities for senior Victorians to live active and fulfilling lives.

Councils are encouraged to develop whole-of-council Positive Ageing Plans which include:

  • Researching and mapping existing local government ‘good practice'
  • Providing tools and resources to support the development of Positive Ageing Plans
  • Promoting relevant and good quality external tools and resources
  • Utilising MAV/COTA Positive Ageing Advisers as information and advice resources
  • Running events such as seminars and forums.

MAV/COTA Positive Ageing in Local Communities Project Evaluation Report February 2009
The MAV/COTA project was evaluated over the three year period 2005 – 2008.  A comprehensive report on the evaluation (17mb) can be found below.  The evaluation determined the success of the project in achieving the aims of build the capacity of local government to plan for an ageing population and to provide leadership in promoting 'age friendly' communities.

Leadership in Positive Ageing and resources provided through the ALGA (Australian Local Government Association)

The ALGA has been actively promoting positive ageing initiatives to councils throughout Australia.

The Australian Local Government Association (ALGA) National Assembly launched the toolbox "Local Government Ageing Toolbox: A Guide to Action in November 2006.  The toolbox provides a practical aid for local government to develop a strategic response to population ageing.  It has been developed in consultation with councils and state local government associations across Australia and can be adapted for use in a range of situations.
