The submission [PDF] was prepared with input from members and approved by the MAV Board at its 4 November meeting.
The submission reflects a view among members that constitutional recognition should not be a ‘symbolic act’, rather it should achieve substantive change to the operation of local government in Australia. In the context of the Expert panel discussion paper, this translates to support for constitutional change options which achieve ‘democratic recognition’ and ‘financial recognition’.
The Victorian Government has also tendered a submission [PDF] to the expert panel. In its submission, the government opposed all four options for constitutional recognition of local government.
We will be meeting with Minister Powell early next week to discuss the state’s response and will advise councils further once we have a better understanding of their concerns.
