We administer service agreements with councils to undertake tobacco control activities identified and funded by the Department of Health.
We also advocate on behalf of councils in respect of statutory and administrative requirements set by the Victorian Government and other agencies.
Service agreements
Council officers interact with thousands of tobacco retailers, eating establishments and licensed premises in relation to the provisions of the Tobacco Act 1987.
Operating since 2000 when smoking was first banned in restaurants operating in Victoria, over 97 per cent of councils have participated in service agreements each year.
Our 2009 – 2010 tobacco activity final report outlines tobacco education and enforcement activities undertaken by councils. These agreements are funded with the assistance of the Department of Health.

In response to advice and feedback from councils, we have developed recommendations for a state-wide framework for smoking in public outdoor places.
