We continue to advocate for adequate council support in the planning and implementation of reforms to kindergarten services including increasing staff-student ratios and universal access to 15 hours of kindergarten a week for all eligible children.
In 2015-16, detailed analysis of council costs by the MAV and ongoing advocacy helped to secure $10 million in State funding for kindergarten infrastructure in growth areas and $4.4 million operational funding to support small rural kindergartens.
Long day care and integrated children's centres
Long day care and integrated children's centres provide education and care for children from birth to school age. Services generally operate for at least 10 hours a day from Monday to Friday for a minimum of 48 weeks each year.
Many of these services also offer a kindergarten program which is integrated into the education and care program.
Central enrolment project
About 50 councils facilitate or support kindergarten central enrolment for their municipalities.
A revised MAV Kindergarten Central Enrolment Guide is being developed which would include policy and practices that support standardising enrolment data, increasing enrolment of vulnerable children, practical guidelines for councils wanting to take up or expand central enrolment, and case studies to demonstrate best practice.
In response to the significant interest from councils to automate, simplify and consolidate their early years enrolment systems, we are investigating how the new Maternal and Child Health Child Development Information System (CDIS) could potentially interface with councils' current central enrolment systems – or provide a central enrolment platform in the future. This is also consistent with our submission to the Early Childhood Consultation Paper (Word - 364KB) as part of our recommendations to have a single funded enrolment system to better support parents and provide more support for vulnerable and disadvantaged children.
The MAV is working closely with councils through the MAV Early Years Strategy Group and will provide communiqués to all councils at each stage of the project.
