A revised Municipal early years planning framework (Word - 3.19MB) for councils to use when developing their municipal early years plans was jointly developed by the Municipal Association of Victoria (MAV) and the former Department of Education and Early Childhood Development (DEECD) – now called the Department of Education and Training (DET).
With support from the MAV, all Victorian councils have developed their own plans. These plans develop and coordinate education, care, health services and activities for young children and their families.
Plans are tailored to suit local circumstances. It is not intended to be a plan for the whole service system within a municipality, but rather provides a starting point.
A council's role in providing services, infrastructure, planning, advocacy and community development for children and families are outlined in the plan.
Support for children, young people and families
As part of our partnership with the DET, we researched and wrote the report Local government support for children, young people and families (Word - 274KB).
The report helps improve councils' planning of early years services by providing a snapshot of current local government support for young children, youth and their families.
All 79 Victorian councils participated. The research focused on children and youth from newborn to 25 years of age.
The Central registrations for kindergarten placements framework and resource guide (Word - 190KB) provides councils with a resource that supports them in the development, implementation and management of a central registration process for kindergarten places in their municipality.
This guide is currently being updated as part of the MAV Central Enrolment Project.
