Procurement Training for Victorian Councils
MAV offers a range of training courses to support council officers across all stages of the procurement and contract management lifecycle.
The program is delivered in partnership with Propello Procurement, specialists in procurement capability development. Training is facilitated by experienced procurement practitioners with strong subject matter expertise and Local Government experience.
MAV training has supported councils across Victoria to strengthen governance, improve procurement capability and build confidence in decision making. The courses are practical, sector-specific and designed to help Councils reduce risk and achieve stronger procurement outcomes.

MAV Procurement training is designed for council officers involved in purchasing, sourcing and contract management. Typical participants include:

e-Learning
MAV Procurement offers a refreshed suite of four e-Learning modules designed specifically for Victorian local government. The program supports councils to build capability, strengthen practices and reduce procurement risk.

The modules combine practical, real-world scenarios with interactive content, video and guided learning, aligned with the Victorian Local Government Best Practice Procurement Guidelines. Designed for flexibility, they can be accessed via MAV Learn or integrated into your council’s LMS.

Procurement Essentials – A foundational introduction to procurement principles, processes, and terminology for council officers involved in purchasing activities.
Specification to Evaluation – Practical guidance on managing sourcing activities, from writing specifications through to evaluating submissions.
Contract Management – Supports effective management of contracts to achieve value for money and strong supplier outcomes.
Probity in Procurement – Focuses on managing probity risks, conflicts of interest, and compliance in local government procurement.
Fraud and Corruption – Explores common fraud and corruption risks in procurement and provides practical guidance on prevention, detection and maintaining strong governance.
Social and Sustainable Procurement – Builds capability to embed social, environmental, and sustainability objectives into procurement practice.
Measuring Supplier Performance – Provides practical approaches to developing supplier KPIs, monitoring performance and using data to support stronger contract management.
Using Panel Arrangements – Explains how panel contracts operate and how councils can use them effectively while maintaining compliance with procurement policies and governance requirements.
Supplier Relationship Management – Provides tools to strengthen supplier relationships and improve performance and value delivery.
Negotiation Essentials – Introduces practical negotiation techniques tailored to the local government context.
Category Management – Builds skills in assessing spend categories and developing effective category strategies aligned to business needs.
AS4000 (Construction) Contract Management – Covers the key obligations, processes, and timeframes for managing AS4000 construction contracts.
Collaborative Procurement Essentials – Explores how to identify, assess, and manage collaborative procurement opportunities across councils.

VendorPanel Training
MAV Procurement, in collaboration with VendorPanel, is pleased to offer upcoming training sessions designed to support councils in building capability and confidence when engaging with the Vendor Panel platform.
These sessions will provide practical guidance for council officers on how to:
- Navigate the Vendor Panel system to access MAV panel contracts
- Locate key information and conduct RFXs through the platform
- Strengthen transparency and compliance with procurement policies
- Enable accurate reporting on spend and engagement activity.
By participating, councils can ensure their teams are equipped to use the platform effectively while maintaining probity and good governance practices.
These training sessions will be held quarterly, with two streams available:
- Introductory/Refresher Session – for officers who are new to VendorPanel or seeking a refresher on the platform’s key functions.
- Administrator Session – for nominated council administrators responsible for managing user accounts, setting access levels, and performing other system tasks

Australian Standards i2i (Intertek) Platform
Intertek will be delivering training sessions on a quarterly basis in conjunction with MAV Procurement for council staff wishing to gain a deeper understanding how to access the Australian Standards
The training will be relating to our contract Australian Standards (MAV-AS7710-25) and how to access it though the i2i platform from Intertek.
The training is aimed at two levels of staff, General users and Administrators
General Users:
- Logging in to Intertek Inform and navigating your dashboard
- Viewing and downloading standards
- Tracking (“watching”) a Standard to receive change notifications
- Using LexConnect and understanding how it links to Lawlex
- Navigating the National Construction Code
- Accessing guidance materials, templates, and support resources
- Using the i2i Mobile App
- Q&A session.
Administrators:
- User and permission management
- Overview of administrative configuration settings
- Process for users to request access to locked standards in i2i
- Q&A session.
