State Council

State Council is our governing body. It is made up of representatives from each member council.

State Council’s powers include:

  • determining the Rules of the Association
  • electing the president and other members of the Board
  • determining our strategic direction
  • appointing the auditor.

Decision-making

State Council meets twice a year, or more if needed. Members can submit business to be considered by State Council in accordance with the MAV Rules.

Representatives vote on matters before State Council.

Meeting of the State Council - Friday 14 October 2022

A meeting of the State Council will be held on Friday 14 October 2022 at Arts Centre Melbourne, 100 St Kilda Road.

Submitting motions

In accordance with the MAV Rules, the submission of motions closed on Friday 16 September 2022. Early motions, received by midnight on Thursday 8 September 2022, were distributed to MAV representatives on Friday 9 September 2022.

Submitters may amend their motions up to three weeks before the State Council meeting by emailing governancesupport@mav.asn.au the amended motions no later than 5pm on Friday 23 September 2022.

Motions may be submitted via the link on the Governance page of the MAV Members extranet. (MAV members only, sign-in or join our Extranet with you “@vic.gov.au” email address to access).

Registration

To attend the meeting of the State Council – Friday 14 October 2022, please register here by 5 pm on Tuesday 4 October 2022.

Each council will be allocated two seats on the floor of State Council. If the MAV Representative or Substitute Representative is unable to attend, your council may resolve to appoint another councillor to attend the meeting and vote. For a non MAV Representative or Substitute Representative to be entitled to vote, a Nomination of a Substitute Representative Form must be completed and forwarded to the MAV prior to the State Council meeting, preferably no later than 48 hours prior.

CEOs are welcome to attend. If unable to do so the Council’s Mayor or a senior officer may attend in the CEO’s place. Any more than two attendees for each council will be allocated seating in the Gallery and unfortunately will not be catered for.
