Best practice procurement policy template (Word – 201KB)

Under sections 108 and 109 of the Local Government Act 2020, every Victorian council is required to prepare, adopt and comply with a procurement policy.

To support this, MAV has partnered with a working group of procurement professionals from across the Victorian local government sector to deliver a new, best practice Procurement Policy Template.

This new policy framework builds on previous models developed by the Northern and Southern Regional Procurement Groups and has been purpose-built to support consistent, compliant, and collaborative procurement practices across the state.

  • A streamlined, audit-ready policy aligned with the Local Government Act 2020 and 2024 Best Practice Procurement Guidelines

    • Spend thresholds
    • Delegations of authority
    • Exemption grounds

MAV Procurement is working with Victorian councils through the Sector Reference Group (SRG) to develop a suite of practical procurement templates, guides and resources that support consistent, compliant and efficient procurement practices across local government.

Designed to complement council procurement policies, these resources will provide procurement practitioners with ready-to-use tools and practical guidance that can be adapted to meet local requirements.

The Templates, Guides & Resources Program aims to reduce duplication of effort across councils by providing practical tools that procurement teams can adapt and implement within their own organisations.

The initiative will also help support capability development by providing clear, accessible guidance for both experienced procurement practitioners and staff undertaking procurement activities as part of their broader role.

Looking Ahead

Development of the resource suite is currently underway through the MAV Procurement Sector Reference Group, with councils helping identify priority templates, guidance materials and areas for standardisation.

Resources will be progressively released as they are developed and refined, creating a practical toolkit that supports procurement excellence across Victorian local government.
