MAV Procurement delivers collaborative procurement solutions that help Victorian councils and associate members achieve better value, reduce procurement complexity and access trusted suppliers.

Through our publicly tendered panel contracts, councils and associate members can access pre-qualified suppliers across a broad range of goods, services, infrastructure and technology solutions. Developed in collaboration with councils and designed to meet the evolving needs of local government, our procurement arrangements are available to both councils and associate members. They provide compliant and efficient pathways to market that reduce risk, save time, deliver better value, and support stronger outcomes for the sector and the communities it serves.

Contract-Specific Buying Guides

While the MAV Procurement Panels Guide provides general guidance across our contract portfolio, individual contract arrangements can vary significantly.

To support councils, MAV Procurement is developing a suite of contract-specific Buying Guides that provide detailed information on:

  • Contract scope and categories
  • Supplier engagement models
  • RFQ and sourcing requirements
  • Customer contract conditions
  • Pricing structures and commercial considerations
  • Contract-specific governance requirements
  • Practical guidance on achieving value for money.

Before You Engage

Before using any MAV Procurement contract, councils should:

✔ Review the contract documentation and Buying Guide

✔ Confirm the arrangement aligns with the goods, services or works required

✔ Understand any contract-specific engagement requirements

✔ Apply your Procurement Policy, including quotation thresholds, approvals and governance requirements

✔ Review supplier pricing, contract conditions and available documentation within VendorPanel.

Accessing Contracts through VendorPanel

VendorPanel is the primary platform used to:

  • Access contract documentation and supplier information
  • Review pricing schedules and contract resources
  • Issue and manage RFQs
  • Record and track supplier engagements
  • Support contract reporting and visibility.

Councils should always review the resources available within VendorPanel, as many contracts include additional templates, guidance materials and supporting documentation.

Supporting Procurement Excellence
