Best Practice Procurement Guidelines for Local Government 2024

The guidelines provide a set of principles and practices that represent the most efficient and practical course of action for each council in developing and maintaining their legislated procurement policy. The Municipal Association of Victoria accepted a request from Victorian local government procurement professionals to assist them in preparing updated procurement guidelines for the sector.

The aim of the guidelines was to address current local government procurement best practice and the requirements for procurement under sections 108 and 109 of the Victorian Local Government Act 2020. A sector reference group of procurement professionals from the sector was established to undertake this task. This is a working document and will be reviewed on a 6-monthly basis.

Changes to Section 108 & 109 of the Local Government Act

To support the changes to Section 108 & 109 of the Local Government Act 2020, the MAV Procurement team has issued a Collaborative Procurement Guidance Note (see below) detailing the guiding principles for Councils to consider as they undertake their collaborative procurement.

On October 27 2021, MAV Procurement hosted a sector wide Collaborative Procurement Forum outlining a suggested road map to collaboration and highlighted the collaborative efforts currently underway at the Northern Metro RPEN and Easter Region Group of councils. The Acting Director, Local Government at the Victorian Auditor-General’s Office also joined the discussion to present VAGO’s perspective on the latest collaborative requirements. LEAP Whitepaper

The introduction of rate capping in Victoria has seen councils across the sector place a greater emphasis on procurement practices, frameworks and outcomes.

Based on sector engagement in the LEAP continuous improvement program, MAV Procurement in collaboration with ArcBlue Consulting has developed the annual whitepaper series titled "Benchmarking to Enhance Procurement Outcomes"

This annual series provides insights into the current state of procurement across the Victorian sector and establishes benchmarks and highlights existing opportunities for growth within the sector. The aim of this whitepaper is to aid council executives and procurement teams in assessing how effective their procurement practices are and to assist in identifying new opportunities to help councils do more with less.
